Cities and counties would be barred from issuing local community identification cards under a proposal advanced by a House subcommittee Wednesday. An Iowan who gained national attention after he was arrested for painting flowers on manhole covers is asking a judge in Sioux City to dismiss the charges. Dubbed the “Manhole Michelangelo,” Brandon Bradshaw is being charged with criminal mischief and consumption of alcohol.
